Hongkong, 20th. March, 1903.
Sir,

With reference to my Despatch No. 113 of
the 7th. instant in which I informed you of the departure of
the Captain Superintendent of Police on leave of absence, I
have the honour to inform you that Mr. Badeley has expressed
a desire to study the system of identification by impressed
finger-marks which is followed by the Police Authorities in
England, with a view/o the introduction of that or of a
similar system into this Colony. I have therefore to request
you to be so good as to cause Mr. Badeley to be furnished
with introductions to such of the Police Authorities as he
may desire to consult in the matter.
2.
I have also to request your sanction to
insert a sum not exceeding $2,400 in the Estimates for 1904
to provide for the expenses of introducing this system in the
Police Force next year, as it is becoming increasingly apparent
that it is necessary.
